Signal interpretation
Australia and New Zealand are monitored as a Southern Hemisphere ENSO and drought-risk signal. BIOS watches Bureau of Meteorology and NIWA source language for El Niño / La Niña state, rainfall outlook, soil moisture, fire-weather and agricultural stress. Current drought claims must be tied to official outlook language, not inferred from ENSO alone.
